46. The operation of an ambulance service is subject to the following conditions:
(1)  the operator must be the holder of an ambulance service permit issued by Santé Québec or by a regional entity, as applicable; and
(2)  the operator must have entered into a contract with Santé Québec or with a regional entity, as applicable, in conformity with the provisions of section 9.
